Murder Charge in Toddler's Death Goes to Grand Jury

Father accused of killing small child for insurance money; Judge determines Monday that there's probable cause in case.

A Manassas City father charged with first-degree murder in the drowning death of his young son is expected to face a grand jury this spring. A judge ruled Monday that there was probable cause in the case, according to a report by WJLA. Joaquin Shadow Rams, 40, of Landgreen Street in the City of Manassas, is accused of drowning his 15-month-old son, Prince McLeod Rams, in October 2012. Court documents released in February show that Manassas City Police detectives accuse Rams of taking out a life insurance policy on the boy —and falsely claiming the tot's mother was dead. Mom Sues Psychology Firm in Infant Death Case

Mother of drowning victim Prince McLeod Rams files suit against Ashburn Psychological Services for "being negligent" by OKing father's visitations.

Weeks after a Manassas father was arrested and charged with first degree murder in the drowning death of his infant son, the child's mother has filed suit against the Ashburn psychology firm whose assessment authorized the man's visits with his son — ultimately allowing for the child's death, she alleges. The Washington Post reported Tuesday night Hera McLeod, the mother of 16-month-old Prince McLeod Rams, is filing suit against Ashburn Psychological services and specifically a psychologist who works there, saying a report that cleared the mental health of the boy's father, Joaquin Rams, led to a court ruling that allowed Rams to visit unsupervised with his son. A Manassas City father charged with first-degree murder for the drowning death of his young son took out life insurance policies on the boy—and falsely claimed the tot's mother was dead, according to court documents filed by a Manassas City Police detective.  Joaquin Shadow Rams, 40, of Landgreen Street in the City of Manassas, is accused of drowning his 15-month-old son, Prince McLeod Rams. In an affidavit for a search warrant filed in Prince William County Circuit Court on Jan. 25, police said that their investigation had produced conflicting accounts of the boy's death, and that the toddler did not have a seizure as Rams claimed.  Rams had court-ordered visitation with his son for two Saturdays a month. Manassas Father Charged in Boy's Drowning

Police charge man with murder more than a year after 15-month-old's death.

The Manassas City Police Department has charged a father in the 2012 death of his 15-month-old son. Joaquin Shadow Rams, 40, of the 9000 block of Landgreen Street, is charged with first degree murder, Police Sgt. Lowell Nevill noted in a statement Friday. Prince, who had recently turned a year old, died by drowning Oct. 20 while in Joaquin Rams' care at his home, Nevill said. Police arrested Rams Friday morning.
