Route 28 traffic commute

I recently moved to the Lakeridge area of Woodbridge from Arlington and for the last few weeks have had to commute to the Dulles area for work.  This requires driving up Prince William Pkwy through Manassas on Liberia Ave and then up Route 28 to Dulles.  The commute has taken a whopping 60-100 minutes per day to drive those 24 miles.  Astoundingly, almost the entire time was spent idling in stopped traffic on just the 6.5 miles between Liberia Ave and New Braddock Road on Route 28.  In fact, Manassas Park seems to be the biggest traffic bottleneck in the entire DC metro area.  This is bad in and of itself, but let's consider the circumstances...Manassas Park is is located in Prince William County, the 7th richest county in the United States (out of 3,141 total).   Dulles is located right between Fairfax county (the nation's 2nd richest county) and Louden county (the nation's number 1 richest county).  That traffic between the 1st, 2nd and 7th richest counties [not to mention onward to Arlington, the nation's 3rd richest] is dependent on one single barely developed road where almost an hour is required to commute only 6 miles between them is utterly mind-boggling.   Where are my taxes going if not to remedy this???  

Route 28 needs to be converted into a 6 lane highway in the worst possible way.  Can't the world's richest locality do this?  What am I missing here?

Look, I know a lot of people write in to complain about Library hours, Christmas decorations, County Fair parking, whatever.  But really, are these the kinds of issues that should take precedence over the loss of significant time and income of millions of the productive class?  You know, the ones who pay your salaries and taxes and everything else?  Grandma's cat stuck in the tree can wait a little bit..meanwhile my two little kids are waiting for Daddy to come home after a 12 hour day, 30% of which could be avoided with a little traffic management common sense.  And the vast amounts of gasoline expenses saved could buy them a college education.
